Personnel Commission

Since 1938, Montebello Unified School District has been a merit system district dedicated to the proper selection and retention of classified employees. Adherence to the merit system principles, as regulated by the California Education Code and the District's Personnel Commission Rules and Regulations , which is overseen by a three member Personnel Commission.

Mr. Gilbert A. Cedillo Jr., Chairperson

Mr. Gilbert A. Cedillo Jr. formally joined the Montebello Unified School District Personnel Commission on February 22, 2011.  His background in public service and desire to lead community organizations where he could showcase his talents, loyalty, and leadership abilities led him to this unique opportunity to serve the classified employees of the Montebello Unified School District.

Professionally, Mr. Cedillo serves as the Business Development Manager for the Central Basin Municipal Water District.  Previously, Mr. Cedillo served as the District Director for Senator Ron Calderon, where he locally represented the Senator on complex issues and constituent inquiries.  Prior to this, he served as the Chief of Staff for Assemblymember Ron Calderon.  There he managed, administered, and coordinated all legislative issues for the Assemblymember.  In that role, he also served as the Chief Representative when dealing with other legislators, government officials, labor unions, press and the general public.  Furthermore, he served as the Senior Field Representative under Assemblymember Tom Calderon.

Mr. Cedillo attended Pasadena City College and resides in Montebello with his wife and children.

Ms. Kerry L. Franco, Vice-Chairperson

KFranco.JPGKerry is the Executive Director of the Rio Hondo College Foundation. She has extensive background in scholarship administration, development and leadership. She has served as the Assistant Director of the Norman Topping Student Aid Fund, a scholarship program at USC. She also worked for the Office of Foundation Relations at the Keck School of Medicine of USC as its Assistant Director of Development and Scholarship Manager. Before joining Rio Hondo College, Kerry was a Program Officer for Scholarships at the California Community Foundation. Kerry earned both bachelor and master’s degrees in Public Policy, Management and Planning and Postsecondary Administration and Student Affairs from the University of Southern California.  Kerry resides with her husband, Oscar, and three children, Hannah, Emma, and Samuel just blocks from her childhood home in Montebello.

Mr. Alberto Perez, Member

In April 2013, after serving as Councilman for the City of Montebello, Mr. Alberto Perez was appointed by State Superintendent Jack O’Connell to a three-year term on the Montebello Unified School District Personnel Commission, which oversees the selection, classification, retention, and promotion of classified employees for the third largest school district in Los Angeles County.

Mr. Perez attended the California State University Los Angeles, Brooks College and UCLA, he takes great pride to be a resident of Montebello, his wife attended  the local schools, and Graduated from Montebello High School. Very involved in the community, President Schurr High School PTSA, and Advisor for the  LEO’s Club. Foundation Member at Beverly Hospital Board of Trustees, and  Scout Master Assistant forCub Pack 45. Director, Lions Club of Montebello and , past President. Volunteer at the Montebello Police Department and currently serve on as Historian for the Montebello Council  PTA.
Professionally is a News Editor for Univision Television Group, He has been a member of NABET-CWA (National Association of Broadcast Engineer and Technicians- Communication Workers of America) for over 20 years. He has been awarded 2 Emmys and one Golden Mike. He was honored to receive the All Service Club award in 2011, and the California State PTA Honorary Service Award in 2013.

Mr. Perez  resides in Montebello with his wife Gina, and three children, David, Julian, Celeste. Ready to help our community in any way he can.
